The APF has launched a small grant initiative supporting National Human Rights Institutions (NHRIs) to improve their national data monitoring and reporting, focusing on innovative approaches using the Right to Defend Rights (R2DR) tool.

The initiative, funded by the European Union, aims to improve information and monitoring systems on Human Rights Defenders (HRDs), to document the contributions and challenges of HRDs, and to enhance NHRI dialogue with governments and stakeholders on these issues.

APF members currently utilising the small grants include the NHRIs of the Maldives and Nepal.

Their activities include:

Maldives: Strengthening collaboration with civil society

The Human Rights Commission of the Maldives (HRCM) is enhancing its engagement with civil society organisations (CSOs) to protect HRDs, including:

• Delivering a training program for stakeholders, including CSOs, to improve understanding of human rights and the role of HRDs.
• Developing a strategic plan to strengthen partnerships with CSOs.
• Regional outreach, including identifying regional stakeholders to take part in training initiatives.

Nepal: Capacity development and advocacy

The National Human Rights Commission of Nepal (NHRC) is supporting HRD-focused activities, including:

• Strengthening skills and knowledge of human rights and HRDs, through its regional offices.
• Stakeholder engagement, including conducting field visits and organising a stakeholder meeting in Kathmandu in December 2024.
• Developing strategies to advocate for amendments to the NHRC Act, focusing on provisions for CSO safety and security.
