Request for Proposals: Preferred Suppliers for Legal and Policy Advice

The Asia Pacific Forum of National Human Rights Institutions is inviting proposals to establish a roster of consultants to provide legal and policy advice supporting National Human Rights Institutions (NHRI) across the Asia Pacific.

In summary:

This Request for Proposals seeks to identify preferred suppliers (consultants) who can provide timely, high-quality legal and policy support related to NHRI establishment and strengthening (including advice aligned with the Paris Principles) and GANHRI accreditation processes. Proposals are due by 17:00 (AEST) on 5 March 2026.

The APF is seeking to establish a Roster of Consultants to assist in the provision of legal and policy advice, supporting APF’s work to help establish independent NHRIs in the region and strengthen existing institutions to promote and protect human rights.

Key tasks of suppliers will include:

  1. The provision of legal and policy advice on the establishment of new NHRIs in accordance with international standards
  2. The provision of legal and policy advice on the strengthening of existing NHRIs in accordance with international standards
  3. Supporting APF engagement with GANHRI’s SCA by providing legal and procedural advice to APF management and supporting APF representation
  4. Supporting APF members undergoing GANHRI accreditation through the provision of legal, policy and procedural advice

Gender equality is a key priority for the APF, and consultants will be expected to integrate gender considerations in delivery. The preferred supplier agreement will be for an initial 12-month period (anticipated 9 March 2026 to 8 March 2027), with the possibility of renewal (subject to performance). The APF is currently operating remotely across Australia and is a registered charity and not-for-profit organisation; this should be considered when preparing quotations. The APF seeks to collaborate with partners who are aligned with our values and demonstrate a human rights-based approach to their work.
