The National Centre for Human Rights of Kazakhstan
Establishment
The National Centre for Human Rights was established by Presidential Decree (N992/2002).
Role and functions
The Centre's role is to assist the Commissioner in monitoring human rights, support legislative improvements, promote human rights education, and foster international cooperation.
Its functions include:
- Monitoring human rights and handling complaints of human rights violations
- Summarising, organising and analysing information on human rights violations and proposing measures to the Commissioner for Human Rights
- Drafting the Commissioner for Human Rights' addresses to the President, Parliament, or Government on cases of significant public importance
- Drafting the Commissioner's recommendations to state authorities on bringing to lawfully established liability of persons whose actions have resulted in violations of the rights and freedoms of an individual and a citizen, as well as on measures to compensate for material and moral damages
- Drafting conclusions to improve legislation in the field of human rights and freedoms, forms and methods of their protection, to bring legislation in line with the principles and norms of international law and expanding international cooperation
- Providing the Commissioner for Human Rights with information on the legislation of the Republic of Kazakhstan, international treaties of the Republic of Kazakhstan in the field of human rights
- Upon instruction of the Commissioner for Human Rights, engaging in issues of legal education of the population in the field of human rights and freedoms, an participating in drafting of educational programs and national legislative acts;
- Collecting, analysing and disseminating information on the activities of the Commissioner for Human Rights.
APF membership
The National Centre for Human Rights became an APF member in 2014.
